mentioned NIH.gov being incommunicado.. it's possibly related. Also I have not checked other .govs... If you check out the 18F GH repo it seems they were responsible for DNS, authentication and other services. It seems the 18F went dark and cannot even access email.

I've seen different people reporting different results for nih.gov. It's down for me at the moment, as is www.nih.gov. I assume it's being "improved".

CA Browser Forum removed the ability to use SSL certificate on IP addresses I think. Maybe you could do it, but chances are other sites would not connect
