here in Brazil, after all the shit that happened, and all the deaths, some things have changed, and we can also say that the Supreme Court saved our ass (or rather our lives) during the Bolsonaro government and all its " freedom of speech" (freedom to commit crimes and contribute on several occasions to the death of thousands of people).

inciting violence or civil unrest is definitely a challenge to the concept of 'free speech', as well as yelling 'fire' in a movie theater or making bomb threats, etc.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

As I read the 1st amendment doesn't specifically guarantee freedom but prevents Congress from making laws which restrict speech/religion/protests. IANAL but I've read and believe that the supreme court generally rules on the side of free speech when it is restricted at any government level, so while it doesn't specifically address the mayor of a town restricting speech one may likely have a good chance of winning a case if somehow it made it to the supreme court i suppose. :) However, there are instances where "speech" is limited at the local level, such as posting "bills" and etc on telephone poles and publicly facing walls in town is often prohibited.

In the case of 2 Live Crew, these were 'artists' creatively expressing themselves, and being hammered on by government. In art there are no 'bad words', all words are good.

If you have disagreements with your government, free speech is even more important because they are the ones who will be trying to limit your speech.
