Meta and ActivityPub (again): Why are they doing it?

Here is a plausible reason for Meta's latest project: Forthcoming EU regulations.

Why would #Meta, which has a billion users for #Instagram, want to add a few million more by integrating the #ActivityPub protocol into its latest addition, #Thread? An explanation here:

Well, if that's the reason, it's flopping - they're not offering "Threads" in the EU yet, and they haven't announced plans on when or if that's going to change. Presumably because they just got their ass kicked by the CJEU. Although it's going to be tough to stop data transfer from the EU if they support ActivityPub. Good luck

Probably they will send every facebook post to every federated activitypub server just like Mastodon does, and mastodon admins will cry because their servers are getting dosd by facebook servers even though they are "blocked".
